A surge weapon is valuable to 10e characters and other creatures that can enter into a Adrenalin surge. When the wielder is surging, the weapon’s enhancement bonus increases by +2 and adds 1d8 damage to the weapon’s damage dice (i.e. slashing, piercing, blunt) depending on the weapon being used.

Updated the description, short answer is its an extra 1d8 to the weapons damage dice, adopting the normal weapon profile of slashing, piercing, or blunt damage.
