How hard would it be to make a custom AA?

Dire Charm-
Requirements: Level 59
Dire Charm - An Activated AA, Refresh Time: 1:12:00
The ability gives you the chance to permanently charm an NPC. Max Charm Level: 46

Not sure how difficult it would be to copy old Dire Charm, and make an Advanced Dire Charm from it?
