Not sure why in 3.5 rules the equation for Armor is (Bonus)^2 * 1000gp, and Weapons is (Bonus)^2 * 2000gp so I split the difference and made the math uniform for both armor and weapons; using a 1500 instead.
Also no reason level minimums have to be the same between Weapon Bonuses and Special Abilities tables, I just put something on paper for us to kick around.
Level Minimum - Above assumes Enchantment Bonus which is typical for arms and armor, doesn’t assume other shenanigans like alchemical augmentation, rune magic, sockets, forging skill techniques, manawelders, psionic tempering, etc…
Exceptions: Level minimum is for base bonus, it doesn’t account for special abilities that may increase it beyond level minimum, these are typical temporary affects that endure during a encounter.
Crafting Cost Rules:
Normal Crafting cost is half the base price (50%) of the magic item. Additional crafting enhancers can be provided with items, feats, and spell buffs these additional cost reducers in the game can lower it beyond that. A hard limit has been set for the crafting system within this 10E rule set to go no cheaper than -Tier 1 (Levels 1-24): 40%; Exceptions probably do need to be discussed here as crafting base classes should be able to do better than non-crafting classes. It would be trivial for cleric to get to a 40% modifier without much effort, forging as well as a crafting base class like an artificer. I claim fair and equal pube.
Tier 2 (Levels 25+): 25%; Exceptions do exist in this space, like specific Tier 2 crafting prestige classes called the Ancients.

This makes zero logical sense now that I actually looked at the rules closer. There are zero possible reasons for a suit of armor to be cheaper to enchant than a sword.
So We are going to go with the higher cost value form weapons at a minimum.

You mean armor is the higher factor and weapons is the lower factor?
I mean I was looking at the DMG and disagree with the fact that armor takes less GP value to enchant than weapons.

@daermadm Yeah from what I’ve been able to glean from past posts, everyone came to that conclusion

What’s even more jacked up is a suit of +5 Armor costs the same amount as a +5 Shield.
